A request by Buckley Springs, LLC to amend a Conditional Use Permit (CUP) DRC2016-00041 to allow the addition of a 1,000 square foot caretaker's unit to an approved self storage facility on a 10.8-acre parcel. The project site is within the Industrial land use category and is located on the south side of Buckley Road, approximately 650 feet west of Hwy. 227, south of the San Luis Obispo County Regional Airport and approximately 0.75 mile south of the southern city limits of the City of San Luis Obispo. Hearing to consider a request by Robert and Colleen Clarke to amend the open space easement and building envelope on Parcel 4 of recorded Tract 2287 (SUB2020-00046). The amended building envelope would be a minor relocation and an equal exchange of approximately 0.16 acre (6,970 square feet) of the existing building envelope located within the 10.7-acre lot. The proposed project is within the Residential Rural land use category and is located at 1001 Rimrock Lane, southeast of the San Luis Obispo Country Club Golf Course and Greystone Place, approximately 1,000 feet west of Country Club Drive and approximately two miles south of the City of San Luis Obispo. The site is in the San Luis Obispo Sub Area North of the San Luis Obispo Planning Area. ENVIRONMENTAL DETERMINATION: The Environmental Coordinator found that the previously adopted Mitigated Negative Declaration is adequate for the purposes of compliance with CEQA. Per State CEQA Guidelines (Sec. 15164(a), Sec. 15162) an Addendum to the adopted Mitigated Negative Declaration was prepared as the following conditions apply: 1) only minor technical changes or additions are necessary; 2) no substantial changes have been made or occurred that would require major revisions to the Mitigated Negative Declaration due to either new significant effects or substantial increases in the severity of previously identified significant effects; 3) substantial changes have not occurred with respect to the circumstances under which the project is undertaken; 4) no new information of substantial importance which was not known or could not have been known at the time of the adopted Mitigated Negative Declaration has been identified. No new mitigation measures have been proposed.

Hearing to consider an Appeal (APPL2020-00003) by Karen Lopez of the Planning Department Hearing Officer’s approval of a request by Jil Edwards for a Road Name Request (SUB2019-00112) to rename an existing unnamed road that stems from Nacimiento Lake Drive to Happy Path Lane. The applicable road is located on the south side of Nacimiento Lake Drive, approximately 3,900 feet southeast of the intersection of San Marcos Road and Nacimiento Lake Drive; and approximately 4.5 miles northwest of the City of Paso Robles. The applicable road is in the Adelaida Sub Area of the North County Planning Area.

Hearing to consider a request by Snug Harbor, LLC for a Conditional Use Permit (DRC2020-00142) to allow for the construction of a 6.6-acre private storage facility for recreational vehicles and boats, including an 8,500-square-foot, two-story building that will house a check-in area, office, caretaker residence, and maintenance shop. The project will result in the disturbance of approximately 6.6 acres, including 14,930 cubic yards of cut and fill, on a 10.22-acre portion of a 722-acre parcel. The project is within the Recreation land use category and is located on the east side of Heritage Road, approximately 800 feet north of Heritage Loop in the village of Heritage Ranch. The site is within the Nacimiento Sub Area of the North County Planning Area. Also to be considered at the hearing will be adoption of the Environmental Document prepared for the item. The Environmental Coordinator, after completion of the initial study, finds that there is no substantial evidence that the project may have a significant effect on the environment, and the preparation of an Environmental Impact Report is not necessary. Therefore, a Mitigated Negative Declaration (pursuant to Public Resources Code Section 21000 et seq., and CA Code of Regulations Section 15000 et seq.) has been issued on July 13, 2020 for this project. Mitigation measures are proposed to address: Air Quality, Biological Resources, and Hazards and Hazardous Materials, and are included as conditions of approval. The Environmental Document is available for public review on the Planning and Building Department website at www.sloplanning.org. Anyone interested in commenting on the proposed Environmental Document should submit a written statement and/or speak at the public hearing.

Hearing to consider a request by the County of San Luis Obispo to approve amendments to the General Plan, to update the Housing Element. This update to the Housing Element would serve to guide planning, development, and funding related to housing for the unincorporated county through December 2028, in addition to achieving compliance with State Housing Element Law and State certification. Also to be considered is the environmental determination prepared for the Housing Element Update. The Environmental Coordinator, after completion of the initial study, finds that the project could not have a significant effect on the environment, and therefore, a Negative Declaration will be prepared for this project (pursuant to Public Resources Code Section 21000 et seq., and CA Code of Regulations Section 15000 et seq.).
