A request for the first time extension by Orcutt Broad, LLC and Erksine Property Trust for a Vesting Tentative Tract Map (Tract 2429) and Conditional Use Permit (S000323U) for a Major Agricultural Cluster Subdivision to subdivide an existing 299-acre parcel into 13 residential parcels of approximately one acre each and one agriculture/open space parcel of approximately 285 acres. The total allowable development area, which would include the proposed residential lots and roadway infrastructure, would be approximately 15 acres (five percent of the gross site area). The proposed residential lots would be clustered in the southern portion of the site. The project includes off-site road improvements to Greystone Place. The project will result in the disturbance of approximately two acres for subdivision improvements and approximately 13 additional acres as a result of the development of the residential lots. The division will create one on-site road. The proposed project is within the Agriculture and Rural Lands land use categories and is located on the northwest side of Greystone Place, adjacent to the San Luis Obispo Golf and Country Club, approximately 2.5 miles south of the City of San Luis Obispo. The site is in the San Luis Obispo Subarea North of the San Luis Obispo planning area. The Tract Map was originally approved by the Planning Commission on August 23, 2018.

Hearing to consider a request by the County of San Luis Obispo to approve amendments to the Land Use Ordinance, Title 22 of the County Code, and the Coastal Zone Land Use Ordinance, Title 23 of the County Code, to amend the Density Bonus Ordinance to comply with State law.
The requested amendments include revisions to Chapter 22.12 (Affordable Housing Incentives) of the Land Use Ordinance and Section 23.04.090 (Affordable Housing Density Bonus) of the Coastal Zone Land Use Ordinance. ENVIRONMENTAL DETERMINATION - This project is covered by the general rule that CEQA applies only to projects which have the potential for causing a significant effect on the environment. It can be seen with certainty that there is no possibility that this project may have a significant effect on the environment; therefore, the activity is not subject to CEQA. [Reference: State CEQA Guidelines sec. 15061(b)(3), General Rule Exemption]

Hearing to consider a request by AG Harvest, Inc. (Anna Gabriel) for a Minor Use Permit (DRC2018-00156) to authorize the establishment of up to 29,232 square feet of outdoor cannabis cultivation canopy. The project also proposes 640 square feet of ancillary processing activities such as trimming, drying, curing, storage, and packaging. Project development would include partial relocation of an existing outdoor cultivation area and installation of two 320-square foot trailers for ancillary processing activities. A modification from the setback standards set forth in Land Use Ordinance (LUO) Section 22.40.050.D.3.b is requested to reduce the required setback to the northern and southern property lines from 300 feet to 100 feet. The project includes a request to modify the screening and fencing standards set forth in LUO 22.40.050.D.6 to waive the standard for solid fencing materials and allow for the use of chain link fencing with mesh screening. The project site is in the Agriculture land use category on a 10-acre parcel located at 6135 Huasna Townsite Road, Arroyo Grande, approximately ten miles southeast of the City of Arroyo Grande. The project site is located in the Huasna-Lopez Sub-Area of the South County Planning Area. Also to be considered at the hearing will be adoption of the Environmental Document prepared for the item. The Environmental Coordinator, after completion of the initial study, finds that there is no substantial evidence that the project may have a significant effect on the environment, and the preparation of an Environmental Impact Report is not necessary. Therefore, a Mitigated Negative Declaration (pursuant to Public Resources Code Section 21000 et seq., and CA Code of Regulations Section 15000 et seq.) has been issued on June 1, 2020, for this project. Mitigation measures are proposed to address Biological Resources and are included as conditions of approval.

Hearing to consider a request by Brian Beanway for a Conditional Use Permit (DRC2019-00129) (Previously DRC2018-00190) to authorize the multi-phased development of up to 2.98 acres gross of outdoor cannabis cultivation within hoop houses; up to 25,200 square feet gross (22,000 square foot canopy) of indoor cannabis cultivation; up to 47,580 square feet gross of indoor cannabis nursery (ancillary and commercial); up to 6,000 square feet of indoor ancillary cannabis processing and manufacturing; ancillary transport; and related site improvements, including storage containers for nutrients and pesticides, composting and trash/recycling area, and water storage tanks. A modification from the fencing standards set forth in Sections 22.40.050.D.6 and 22.40.060.E.6 of the County’s Land Use Ordinance (LUO) is requested to allow deer fencing versus solid and durable fencing; and a modification from the parking standards set forth in Section 22.18.050.C.1 of the County’s LUO is requested to reduce the required number of parking spaces from 152 to 34 spaces. The project would result in the disturbance of approximately 6.3 acres of a roughly 59-acre parcel. The project site is in the Agricultural land use category and is located at 880 Parkhill Road, approximately fifteen miles southeast of the community of Santa Margarita in the North County Planning Area, Las Pilitas Sub Area. Also to be considered at the hearing will be adoption of the Environmental Document prepared for the item. The Environmental Coordinator, after completion of the initial study, finds that there is no substantial evidence that the project may have a significant effect on the environment, and the preparation of an Environmental Impact Report is not necessary. Therefore, a Mitigated Negative Declaration (pursuant to Public Resources Code Section 21000 et seq., and CA Code of Regulations Section 15000 et seq.) has been issued on July 14, 2020, for this project. Mitigation measures are proposed to address Aesthetics, Air Quality, Biological Resources, Energy, Geology & Soils, Greenhouse Gas Emissions, and Noise and are included as conditions of approval.
