Request to: 1) approve an allocation from the First 5 California Home Visiting Coordination Funding in the amount of $200,000, from October 8, 2020 through June 30, 2022, for the implementation and integration of activities to support home visiting referral coordination of early childhood and family support systems for families affected by and recovering from the impacts of COVID-19; and 2) approve a resolution amending the Position Allocation List (PAL) for Fund Center (FC) 160–Public Health by adding a limited term 0.50 FTE Program Manager I/II in the Family Health Services division; and 3) authorize a corresponding budget adjustment in the amount of $71,851 from unanticipated revenue to FC 160 - Public Health, by 4/5 vote; and 4) delegate authority to the Health Agency Director or his designee to sign any amendments to the First 5 California Home Visiting Coordination Funding allocation. Request for permission to apply for a Governor’s Office of Business and Economic Development Grant under the California Reinvestment Grants Program (CALCRG) in the total amount of $900,000 for a thirty-six month period from May 2021 – April 2024 to support job placement, behavioral health treatment, system navigation, and linkages to medical care for communities disproportionately affected by past federal and state drug policies. Adoption of an ordinance amending Chapter 8.13 of the San Luis Obispo County Code to extend the interim moratorium on the land application of treated sewage sludge/biosolids to from March 31, 2021 to March 31, 2026 or until adoption of a permanent ordinance, whichever occurs first; find the ordinance exempt from the California Environmental Quality Act (Public Resources Code Section 21000 et seq.); and instruct the Clerk of the Board to publish the previously prepared summary of the ordinance in a newspaper of general circulation within 15 days after adoption of the ordinance, as required by Government Code Section 25124; and post the full text of the ordinance in the Clerk of the Board’s Office (or on the County website) with the names of those Supervisors voting for and against the ordinance.
