Request to approve Amendment No. 4 to the Contract for Special Services Agreement dated April 3, 1984 between the County of San Luis Obispo and Lions Club, which provides temporary financial support to maintain minimal utilities at the Cayucos Vets Hall while premises remains closed due to the COVID-19 pandemic. Payments for financial support are up to $500 per month, or the actual monthly expenditures, whichever is less, for three (3) months between August 1, 2020 – October 31, 2020. District 2.

Request to authorize the use of alternative publication procedures for a hearing on August 18, 2020 to consider the following requests by the County of San Luis Obispo 1) an amendment to the County Land Use Ordinance (Title 22 of the County Code) and Coastal Zone Land Use Ordinance (Title 23 of the County Code) as applicable to Cannabis Activities; 2) an amendment to the County Land Use Ordinance and Building and Construction Ordinance (Title 19 of the County Code) to update the mapping boundaries for the Paso Robles Groundwater Basin and clarify fallowing requirements under the Agricultural Offset Ordinance; 3) an amendment to the Land Use Ordinance and Coastal Zone Land Use Ordinance to revise the County’s Sign Ordinance to be consistent with the U.S. Supreme Court decision Reed v. Town of Gilbert regarding content neutrality; and 4) an urgency ordinance to extend the expiration dates for land use permits and land use permit applications. Exempt from CEQA. All Districts.

Request to approve Contract Change Order No. 3 to the contract with Jensen Drilling Company, in the amount of $151,198, for the Groundwater Extraction and Treatment System, Los Osos Landfill project; authorize the Director of Public Works, or designee, to execute and process the change order; approve an additional $15,120 for the construction contingency budget; approve Amendment No. 6 to the contract with SCS Engineers, in the amount of $43,129; authorize the Director of Public Works, or designee, to seek and apply for available grants to reimburse and offset operation, maintenance, and capital costs associated with existing and ongoing post closure maintenance activities at the Los Osos Landfill; and authorize a budget adjustment of $171,000 to transfer $25,000 from IDC-IAA-Labor and $146,000 from professional services, within FC 130-Waste Management to Fund Center 230 – Capital Projects, Landfill Pump and Treat Project (WBS 320071) to cover additional project costs, by 4/5 vote.
