A request by Souji Farms, Inc. for a Minor Use Permit (DRC2018-00094) to establish 1 acre (43,560 square feet) of outdoor cannabis cultivation canopy in hoop houses, 22,000 square feet of mixed-light (indoor) cannabis cultivation canopy, ancillary cannabis processing, and ancillary transport. Site improvements would include a proposed 27,000-square-foot greenhouse for mixed-light cultivation and a 900-square-foot building for ancillary processing (i.e. drying, trimming, curing, and storage). The project would result in approximately 1.4 acres (62,441 square feet) of site disturbance on a 167-acre parcel, including the removal of four mature oak trees and approximately 1,533 cubic yards of cut and 1,533 cubic yards of fill, to be balanced on-site. The project includes a modification from the parking standards set forth in Land Use Ordinance (LUO) Section 22.18.050.C.1 to reduce the required number of parking spaces from 57 to 14 spaces. The project includes a modification from the fencing standards set forth in Land Use Ordinance (LUO) Section 22.40.050.D.6 to request deer fencing in place of solid fencing. The project site is located within the Rural Lands land use designation in the Nacimiento Sub Area of the North County Planning Area. The project site accessed by an unnamed road off Nacimiento Lake Drive (Assessor’s Parcel Number [APN] 080-041-036), approximately 2 miles northeast of the community of Heritage Ranch and approximately 2,000 feet south of the Monterey County border. Also to be considered at the hearing will be adoption of the Environmental Document prepared for the item. The Environmental Coordinator, after completion of the initial study, finds that there is no substantial evidence that the project may have a significant effect on the environment, and the preparation of an Environmental Impact Report is not necessary. Therefore, a Mitigated Negative Declaration (pursuant to Public Resources Code Section 21000 et seq., and CA Code of Regulations Section 15000 et seq.) has been issued on April 1,2020, for this project. Mitigation measures are proposed to address Aesthetics, Air Quality, Biological Resources, Hazards and Hazardous Materials, and Hydrology and Water Quality, and are included as conditions of approval.

The applicant is requesting to modify the location standard per Land Use Ordinance Section 22.30.150. The requested modification would allow the proposed vacation rental to be located within approximately 1,400 feet of an existing vacation rental instead of 1,500 feet per ordinance standards. The project would not result in any disturbance on a 20-acre parcel. A request by Emeraldheart for a Minor Use Permit (DRC2018-00161) to establish 1.5 acres of outdoor cannabis cultivation in hoop houses; 12,096 square feet of outdoor ancillary cannabis nursery within hoop houses; related site improvements including a “temporary permitted generator”, and ancillary transport. Two modifications are requested: (1) a fencing modification to allow transparent deer fencing around cannabis activities where durable/opaque fencing is required, and (2) a setback modification for the proposed ancillary nursery to allow a minimum 30-foot setback where 300-feet is required. The project would result in approximately 2 acres of disturbance of an approximately 30-acre parcel. The proposed project site is within the Agricultural land use category and is located at 5625 Vineyard Drive, approximately 4.5 miles northwest of the community of Templeton, in the Adelaida Sub Area of the North County Planning Area.
