A request for a Third and Fourth Time Extension by Jack Delore for Tentative Tract Map (SUB2006-00234/Tract 2774) and a Minor Use Permit (DRC2007-00132) to subdivide an existing 7.41 acre parcel into 10 industrial lots ranging in size from .33 – 1.5 acres each for the purpose of sale and/or development. The project will result in the future disturbance of approximately 2.5 acres of a 7.41 acre parcel due to grading for building pads and parking lots. The proposed project is within the Industrial land use category and is located on the south side of Concrete Court, within the community of Templeton. The site is in the Salinas River Sub Area in the North County Planning Area. The Tract map was approved by the Planning Commission on January 23, 2009.

Paso de Record (CON2019-00018) - 2105 Ranchita Canyon Road, east of and adjacent to the Ranchita Canyon Road interesection with Estrella Road, approximately 5.17 miles southeast of the Community of San Miguel; and 3. Steinbeck Vineyards (CON2019-00022) - 4950 & 5410 Union Road & 4995 Mill Road, 3.06 miles off of Highway 46, and 0.40 miles east of the City of Paso Robles. Exempt under CEQA. Districts 1 and 3.

Hearing to consider a request by the County of San Luis Obispo for amendments to Title 22 and Title 19 to update the maps of the Paso Robles Groundwater Basin boundary and the Area of Severe Decline to be consistent with the Paso Robles Sub-basin Groundwater Sustainability Plan and to incorporate a fallowing option into the Agricultural Offset Program. Also to be considered is the environmental determination and approval of the Environmental Document prepared for the item. A Supplemental Environmental Impact Report (SEIR) Addendum was prepared because the proposed change would not result in any new significant impacts that were not evaluated in the previously certified Final SEIR (Countywide Water Conservation Program Final SEIR – October 27, 2015). The Environmental Coordinator finds that the previously certified Final SEIR is adequate for the purposes of compliance with CEQA because 1) no substantial changes are proposed in the project which will require major revision of the previously certified FSEIR, 2) no substantial changes will occur with respect to the circumstance under which the project is undertaken that would require major revisions of the previously certified FSEIR, and 3) no new information of substantial importance has been identified which was not known at the time that the previous FSEIR was certified. The FSEIR Addendum is proposed for the amendments to Title 22 Section 22.30.204 Agricultural Offset Requirements and Title 19 Section 19.07.042 Water Conservation Provisions. Also to be considered is the environmental determination that the project is categorically exempt under CEQA, pursuant to CEQA Guidelines Section 15061(b)(2). A Notice of Exemption has been prepared pursuant to CEQA Guidelines Section 15062. A Class 8 Categorical Exemption is proposed for the amendments to Title 22 Section 22.94.025 Paso Robles Groundwater Basin Planning Area Standards.

A hearing to consider a request by Michael J. Wilson and AT&T Mobility for a Conditional Use Permit (DRC2018-00130) to allow for the construction and operation of a wireless communications facility consisting of twelve panel antennas, thirty-six remote radio units, six surge suppression units, two microwave dishes, and associated equipment and hardware, all within an approximately 24-feet wide, 26-feet tall cylinder portion of a new 60-feet tall faux elevated water tank to be located within a 28-foot by 55-foot lease area, surrounded by a 8-feet tall wooden fence enclosure. The enclosed lease area also includes a 136-square-foot equipment shelter and a diesel standby emergency generator. The proposed project will result in the disturbance of approximately 13,000 square feet (including utility trenching and access road improvements) on an approximately 19-acre parcel. The proposed project is within the Agriculture land use category and is located at 3939 El Pomar Drive, approximately 5 miles east of the community of Templeton. The site is in the El Pomar-Estrella Sub Area of the North County Planning Area.Also to be considered at the hearing will be adoption of the Mitigated Negative Declaration prepared for the item. The Environmental Coordinator, after completion of the initial study, finds that there is no substantial evidence that the project may have a significant effect on the environment, and the preparation of an Environmental Impact Report is not necessary. Therefore, a Mitigated Negative Declaration (pursuant to Public Resources Code Section 21000 et seq., and CA Code of Regulations Section 15000 et seq.) has been issued on January 25, 2020 for this project. Mitigation measures are proposed to address Aesthetics and are included as conditions of approval.

Hearing to consider a request by 510 Rancho Road, LLC for a Conditional Use Permit (DRC2019-00084) to allow for a multi-phased development of cannabis activities. Phase I will include 2.99 acres of outdoor cannabis cultivation and 7,520 square feet of commercial nursery. Phase II will consist of the construction of a 45,000 square foot greenhouse for the establishment of 22,000 square feet of indoor cultivation and 14,000 square feet of indoor nursery for ancillary and commercial use. Phase II will also include the construction of a 10,000 square foot building to be used for drying and processing as well as the placement of two storage containers for the storage of pesticides and fertilizers. The project will result in site disturbance of approximately 1.5 acres on a 219.43-acre parcel. A parking modification is requested to reduce the required parking from 101 to 16. The project is within the Agriculture land use category located at 510 Rancho Road, about one mile southeast of the community of Nipomo. The site is within the South County Inland Sub Area of the South County Planning Area. Also to be considered at the hearing will be adoption of the Environmental Document prepared for the item. The Environmental Coordinator, after completion of the initial study, finds that there is no substantial evidence that the project may have a significant effect on the environment, and the preparation of an Environmental Impact Report is not necessary. Therefore, a Mitigated Negative Declaration (pursuant to Public Resources Code Section 21000 et seq., and CA Code of Regulations Section 15000 et seq.) has been issued on December 18, 2019, for this project. Mitigation measures are proposed to address Aesthetics, Biological Resources, Energy, Greenhouse Gas Emissions, and Transportation and are included as conditions of approval. Hearing to consider a request by Mike Kyle for a Conditional Use Permit (DRC2017-00075) to allow 45 temporary events per year to include the following: 40 events with up to 150 people, and 5 events with up to 200 people. Events will be held indoors within an existing 3,700-square-foot barn and at outdoor locations near an existing on-site residence. The applicant is requesting a modification to the ordinance standard which requires temporary events to be at least 1,000 feet from any Residential Single Family land use category to 800 feet. The project will utilize existing facilities and result in minimal site disturbance for access improvements to the 13.84-acre parcel. The proposed project is located within the Agriculture land use category and is located 1150 Farmhouse Lane, approximately ΒΌ mile east of Edna Road (SR227) and the City of San Luis Obispo. The project site is in the South County planning area of the San Luis Obispo Sub Area South. Also to be considered is the environmental determination that the project is categorically exempt under CEQA, pursuant to CEQA Guidelines Section 15061(b)(2). A Notice of Exemption has been prepared pursuant to CEQA Guidelines Section 15062.
