A request by Vincent Allan for a Minor Use Permit (DRC2018-00026) to establish 19,920 square feet of indoor commercial cannabis cultivation. On-site development includes construction of nine greenhouses totaling 25,800 square feet combined, 1,920 square feet of ancillary structures for cannabis processing (drying and curing), parking and turnaround areas, remodeling a portion of an existing barn for administrative purposes, and improvements to an existing unpaved ranch road. The proposed project would result in approximately 1.3 acres of disturbance on a 317-acre parcel. Commercial operations would occur between the hours of 8:00 AM and 5:00 PM, Monday through Sunday. A modification from the parking standards set forth in Land Use Ordinance Section 22.18.050.C.1 is requested to reduce the required number of spaces from 57 to nine (9). The project site is located at 9009 Huasna Road in the Huasna-Lopez Sub Area of the South County Planning Area. Also to be considered at the hearing will be adoption of the Environmental Document prepared for the item. The Environmental Coordinator, after completion of the initial study, finds that there is no substantial evidence that the project may have a significant effect on the environment, and the preparation of an Environmental Impact Report is not necessary. Therefore, a Mitigated Negative Declaration (pursuant to Public Resources Code Section 21000 et seq., and CA Code of Regulations Section 15000 et seq.) has been issued on January 25, 2019 for this project. Mitigation measures are proposed to address Biological Resources and are included as conditions of approval.
