1 Members of the public wishing to address the Planning Department Hearing Officer on consent agenda items and matters other than hearing items may do so at this time, when recognized by the Hearing Officer. Presentations are limited to three minutes per individual.    
2 Unless pulled from the consent agenda by the Planning Department Hearing Officer for separate action, the following items will be acted on collectively because individual public hearings were not requested or required pursuant to Land Use Ordinance Section 22.062.050B.4.b. or Coastal Zone Land Use Ordinance Sections 23.02.033b.(2)(ii) and 23.02.033b.(4)(ii):    
3 A request by the Resource Conservation District / Jeff Buckingham for a Minor Use Permit / Coastal Development Permit (DRC2017-00009) to allow a stream bank restoration at multiple locations totaling 460 linear feet of an un-named tributary of Warden Creek, and creation of a 6,000 square feet flood plain area. The streambank restoration involves the select placement of rock engineered streambed material and revegetation. The project will result in a total disturbance of 11,245 square feet of a 560 acre parcel. The proposed project is within the Agriculture land use category and is located at 2710 Turri Road, 2.2 miles from South Bay Boulevard, east of the community of Los Osos, in the Estero planning area. Also to be considered is the environmental determination. Consider and rely on the previously approved Mitigated Negative Declaration adopted on May 14, 2009 prepared by Coastal San Luis Resource Conservation District and Upper Salinas – Las Tablas Resource Conservation Distric PDH 71/2017
4 A request by Susan Nuckols for a Minor Use Permit / Coastal Development Permit (DRC2016-00114) to allow an existing single family residence to be used as a residential vacation rental. The proposed project is within the Residential Single Family land use category and is located at 1875 Ferrell Avenue, approximately 800 feet northwest of the Bush Drive and Ferrell Avenue intersection, in the community of Los Osos. The site is in the Estero planning area. Also to be considered is the approval of the environmental determination. A Class 1 categorical exemption is proposed for this project. 5 A request by Harmony Town LLC for a Minor Use Permit / Coastal Development Permit (DRC2016-00125) to allow an existing single family residence to be used as a residential vacation rental. The proposed project is within the Commercial Retail land use category and is located at 2816 Old Creamery Road, approximately 500 feet northwest of the Harmony Valley Road and Old Creamery Road intersection, in the town of Harmony. The site is in the North Coast planning area. Also to be considered is the approval of the environmental determination. A Class 1 categorical exemption is proposed for this project. 6 A request by Michael Lozito for a Minor Use Permit/Coastal Development Permit (DRC2016-00023) to allow the construction of a 345 square-foot garage addition to an existing 1,584 square-foot single-family residence. The project also includes a new driveway approach from 4th Street and driveway improvements. The project will result in the permanent disturbance of approximately 800 square feet of a 12,641 square-foot parcel. The proposed project is within the Residential Single Family land use category and is located at 1643 4th Street, on the northwest corner of 4th Street and Ramona Avenue. The project site is located in the community of Los Osos, in the Estero planning area. Also to be considered is the approval of the environmental determination. 7 A request by Todd Black for a Minor Use Permit/Coastal Development Permit (DRC2016-00116) to allow the installation of an 8-inch domestic water main line extension and 1-inch service line/lateral within a 100-foot long section of Donna Avenue right of way. The project will occur within the road right of way beginning at the intersection of Binscarth Road and Donna Avenue, extending north along Donna Avenue for 100 feet. The project site is located in the community of Los Osos, in the Estero planning area. Also to be considered is the approval of the environmental determination. A Class 3 categorical exemption is proposed for this project. 8 A request by Suzan Kyle & Michael Kyle for a Lot Line Adjustment (SUB2016-00060/COAL 15-0118) to adjust property lines between two (2) existing parcels of 37 acres and 6 acres, resulting in two (2) parcels of 14 acres and 29 acres. The adjustment will reconfigure the two parcels so that existing residences are located on separate parcels and the acreage of the smaller parcel is increased. No additional parcels will be created and no new development is proposed. The two parcels are within the Agriculture land use category and are located at 1111 Farmhouse Lane and 1 Vintage Ranch Road, adjacent to the City of San Luis Obispo, south of Islay Hill and approximately 0.4 miles east of the San Luis Obispo County Airport. The site is located in the San Luis Obispo Subarea North of the San Luis Obispo Planning Area. Also to be considered is the approval of the environmental determination. 9 A hearing to consider a request by Hamish Marshall for a Lot Line Adjustment (SUB2016-00061/COAL16-0236) to adjust the lot lines between two (2) legal parcels of 132.78 acres and 56.35 acres each (three existing Assessor Parcel Numbers). The adjustment will result in two (2) parcels of 164.13 acres and 25.0 acres each. The adjustment will not result in the creation of any additional parcels. Both parcels are within the Agriculture land use category and are located at the Green Gate Road and HWY 227 (430 and 308 Green Gate Road). The site is located in the San Luis Obispo Sub-area South of the South County Planning Area. A Class 5 categorcial exemption was issued for this project.
